This is a Full-Time 40 Hours Weekly position with the Department of
Human Services. For more information on the Department of human

The Vocational Rehabilitation Counselor is a key position in the
operations of the Aberdeen Vocational Rehabilitation Office. This
position works with individuals with disabilities who need
assistance in obtaining or maintaining employment. Vocational
Rehabilitation is a successful State and Federal funded program in
assisting individuals with disabilities to obtain employment and be
self-supporting. The Vocational Rehabilitation Counselor will
manage a caseload of approximately 70 individuals. Key job
functions consist of making eligibility decisions, developing
employment plans, approving services, and providing vocational
rehabilitation counseling. Qualifications of the successful
applicant will determine the classification level assigned. Wage
will be set depending on qualifications. To be eligible to be hired
at the Senior Rehabilitation Counselor level, the applicant must be
a Certified Rehabilitation Counselor (CRC).
Travel will be required to deliver services in the assigned
territory. This position is typically 8 hours a day, Monday thru
Friday.
The Ideal Candidate Will Have:
The candidate must have, at a minimum, a baccalaureate degree in a
field of study reasonably related to vocational rehabilitation or
the human service field of people. The ideal candidate will also
have experience and understanding of service options for people
with disabilities.
Knowledge of:
social, economic, vocational, physical, and emotional issues
impacting individuals with disabilities;
effective techniques for working with people who have a variety of
disabilities and want to enter the workforce;
cultural awareness and understanding in working with diverse
backgrounds;
disability assessments and their applications;
technology, including assistive technology and accommodations for
individuals with disabilities in employment and independent living
settings;
employment opportunities, the job-seeking process, and personnel
practices that lead to obtaining employment;
medical aspects of disabilities and related services;
job analysis, job modification, and rehabilitation engineering;
services and resources available in the community for individuals
with disabilities.
Skill to:
prepare and deliver clear, informative reports containing findings,
conclusions, and recommendations;
effectively communicate with people with disabilities in a way they
can understand the information being provided;
effectively manage a full caseload of clients in an independent,
orderly, and timely manner;
work effectively and professionally with businesses, service
providers, service organizations, employees, and clients;
work effectively with individuals of all ages;
develop positive relationships with public and private service
agencies.
Ability to:
understand and interpret medical, psychological, academic, and
vocational reports for the purpose of determining eligibility and
formulating vocational objectives;
establish and maintain effective working relationships with
individuals with disabilities, family members, and various
professionals;
maintain composure in stressful situations and constructively
resolve any conflict;
learn counseling theories and techniques used in the vocational
rehabilitation of individuals with disabilities;
analyze and integrate occupational and labor market data in a given
geographical area;
read and interpret laws, rules, and regulations affecting
individuals with disabilities, and apply them to specific
situations;
develop, organize, and maintain a referral network to refer
individuals with disabilities to appropriate services and other
resources;
integrate services such as assistive technology, supported
employment, job analysis, work incentives, Social Security
programs, independent living, and alternative forms of
communication;
understand and work effectively with individuals who have physical
or mental disabilities;
interview and counsel individuals with disabilities;
collaborate with community resources in the development of
employment planning;
use a computerized case management and filing system.
This position is eligible for Veterans' Preference per ARSD
55:10:02:08.
