Position Overview

The purpose of the Branch Administrator is to oversee and manage the overall operation of the branch ensuring that operations are performed in an effective and efficient manner and that they are compliant with federal/state regulations and guidelines. Major Responsibilities/Job Functions

The administrator, who may also be the supervising physician or registered nurse required under para 9d) of this section, organizes and directs the agency's on-going functions; maintains ongoing liaison a mong the governing body, the group of professional personnel, and the staff. Employs qualified personnel and ensures adequate staff education and evaluations; ensures the accuracy of public information materials and activities and implements an effective budgeting and accounting system. A qualified person is authorized in writing to act in the absence of the administrator.

  • Is appointed by the Regional Director in consultation with the Chief Operating Officer (as part of the Governing Body).
  • Plans, develops, and directs the programs, services, activities, and employees of the agency consistent with company policy and area management directives.
  • Manages and directs the agency's outcomes, margins and growth related to homecare.
  • Provides direction, coordination, supervision, and implementation of professional and supportive services to patients in a safe, costeffective manner.
  • Oversees and is accountable for the operational, financial and clinical aspects of the agency.
  • Reports to: Regional Director

Leadership, Agency Development & Financial Management

Leadership

  1. Provides leadership for all aspects of the organization to ensure growth and quality outcomes.

  2. Establishes and documents designee in the absence of the administrator.

  3. Is flexible with schedule and is readily accessible for agency needs.

  4. Is accountable for the clinical operational and financial aspects of the agency

  5. Assists in the planning and development of agency structure, implements clinical and administrative policies and procedures, and the annual operating and capital budgets.

  6. Provides leadership in the development of strategic long-range plans.

  7. Plans, organizes and directs the agency's ongoing functions.

  8. Participates in the organizations strategic planning activities.

  9. Participates in hiring of qualified personnel and ensures appropriate orientation for all personnel.

  10. Oversees and/or provides staff development and in-service education programs to ensure competencies of staff and to meet regulatory requirements. Develops systems, which support the ongoing professional development of the agency staff.

  11. Responsible for survey preparation and management and providing leadership throughout the process.

Agency Development

  1. Oversees and ensures an effective advertising and recruitment program.

  2. Promotes positive customer service relations with employees and all working relationships.

  3. Responsible for all outcomes including but not limited to: compliance standards, clinical services, human resource development and financial management.

  4. Works closely with Regional Director to assure quality services operational and financial growth and compliance with all applicable standards.

  5. Provides leadership for the Advisory Committee for future growth of all home health care services and products.

  6. Investigates complaints of patient's families and employees maintains complaint of patients' families and employees maintains complaint/grievance log and assures resolution.

  7. Identifies the standards of practice for agency personnel and communicates these standards to them.

Financial Management

  1. Responsible for the financial health of the operations and implements plans to manage margins, growth and outcomes.

  2. Manages financial resources according to budget and revenue projections.

  3. Monitors pay rates internally and within local market area.

  4. Seeks consultant expertise with the Regional Director as needed to ensure agency strength.

Clinical Services, Coordination of Care & Marketing

  1. Oversees Clinical Manager and is responsible for overall operations including quality of clinical services.

  2. Assures documentation of designee in the absence of the supervising nurse.

  3. Assures staffing of personnel to promote quality services for clients.

  4. Assists in building relationships and contractual agreements with third-party payers, other vendors and the business community.

  5. Ensures provision of training related to clinical practice issues, regulation & reimbursement.

Coordination of Care

  1. Delegates appropriately to assure effective coordination of care.

Marketing

  1. Responsible for the marketing efforts and outcomes of the branch.

  2. Develops and implements a marketing plan that results in consistent growth.

  3. Works with the Medical Director to identify service opportunities and clinical programs.

  4. Provides for community awareness and outreach programs as needed to address the needs of the service area per CMS guidelines.

  5. Spends approximately 50% of time on marketing sales activities and growth strategies.

  6. Designs a plan for prospects and tracks progress with relationships referrals and admissions to agency.

  7. Ensures development of relationships and contractual agreements with third-party payers, other vendors and the business community.

  8. Ensures the accuracy of public information materials and activities.

Compliance & Quality Improvement & Outcome Management

Compliance

  1. Assures compliance with the requirement of state licensure and policy and procedure development, staff education and on-going monitoring activities.

  2. Applies knowledge of clinical and administrative policies and practices. Communicates potential risk

  3. Evaluates the programs and services annually, identifies opportunities for improvement and develops an action plan. Make recommendations for Governing Body and forwards copy of meeting minutes.

  4. Identifies systems to recognize and respond to patient needs, and to measure the outcomes of agency interventions. Utilizes this data to provide direction for agency improvements.

Quality Improvement

  1. Provides the leadership to ensure quality outcomes in all aspects or quality and process measures.

  2. Able to re-direct staff when needed to ensure that targeted outcomes are met.

  3. Identifies systems to recognize and respond to patient needs, and to measure the outcomes of agency.

  4. Develops processes and practices to support quality outcomes as measured by CASPER reports

  5. Assure that agency clinical services meet applicable local, state or federal licensing requirements.

  6. Ensure quality and safe delivery of home health care services by coordination of care and acts as a resource for all disciplines.

  7. Routinely review and evaluate pertinent data related to client services by coordination of care and acts as a resource for all disciplines.

Performs other related duties and responsibilities as deemed necessary by the Regional Director.
