Summary This position serves as a Purchasing Agent for the Supply Chain Management Service Line at the Fargo VA Medical Center in Fargo, ND and supported catchment area. This position primarily performs Purchasing Agent work to acquire supplies, services, and construction by purchase, rental, or lease through (a) delivery orders and/or (b) small purchase procedures. Responsibilities ***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties and responsibilities include but are not limited to: Plans and coordinates actions to prevent, correct, or resolve delays or misunderstandings in the purchasing process. Collects data to determine price reasonableness and the best offer applicable for procurement. Conducts purchasing under the micro purchase threshold. Provides training to acquisition and technical staff on the procurement process. Utilizes departmental software to produce printouts for logistic and medical staff. Makes purchases involving specialized requirements and/or commercial requirements. Monitors purchases and reconciles credit card billing statements. Develops reports and spreadsheets, obtains and organizes files, and retrieves reports for briefings and presentation purposes. Maintains catalogs, contract files, and lists of firms offering specific equipment, supplies, and services. Utilizes various web-based applications to identify required sources of supply. Manages and organizes information and determines its importance and communicates it by a variety of methods. Performs program analysis function. Other related duties as assigned. Work Schedule: Monday - Friday, 7:30am - 4pm Recruitment & Relocation Incentives: Not authorized Financial Disclosure Report: Not Required Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE: One year of specialized experience, equivalent to the GS-05 level in the Federal service, that equipped you with the particular knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and that is typically in or related to this Purchasing Agent position to be filled. Specialized experience for the position includes experience performing clerical duties in support of purchasing and procurement; procuring supplies and services to meet the purchase, rental or lease needs of an organization; purchasing various equipment, supplies and services through the use of a purchase card; and using collected data to produce reports and spreadsheets. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE.) Additional Information Physical Requirements: Requires some physical effort such as standing, sitting, walking, or bending. There are no special physical demands. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
